Mix Besan, salt and Cadbury Cocoa Powder in a bowl.
Add water and knead a smooth dough.
Transfer the doug into a seva mould and deep fry in hot oil until crisp.
Soak them in sugar syrup, remove and allow it to cool. Serve.
